Division, Group or Department: Information Technology
Purpose of Job: Introduce and Leverage Head Office systems and products; Provide integration solutions between Head Office systems and Branch systems to address branch’s business requirements; Explore and introduce Fintech solutions to address branch’s needs.
Primary Responsibilities: Providing advisory service from operational and technical perspectives, acting as an internal consultant for technology and business groups, acting as a liaison between Head Office IT, branch IT and end users. Researching Fintech solutions and provide recommendations to address New York Branch’s requirements; help to apply for Fintech Fund from Head Office. Managing IT projects related to Head Office; managing technical solutions for assigned projects; ensuring project completion within time and budget constraints. Providing integration solutions between Head Office systems and branch systems; managing, designing, modifying, testing system interfaces and integrating system modules. Conducting BCP testing on related application systems; coordinating and conducting Head Office related BCP testing; Managing core banking application systems. Reviewing and revising system development requirements submitted to Head Office; ensuring the requirements meeting Head Office standard; compiling related documents such as requirement analysis report, design specification, system manuals and user’s guide etc. Coordinating Head Office and branch IT to maintain an effective testing environment for project involving Head Office application systems. Finding gaps among business, operation and software package; Helping IT management provide solutions to address the problems. Working with software vendors to fix the bugs in the core banking application systems timely. Other related jobs assigned by IT management.
Additional Responsibilities: Provide such additional support for the Information Technology Department as may be required. Attend annual BSA/AML training program, assume responsibility, as appropriate, to report suspicious activity to BSA/AML Officer.
Qualifications Required: IT-related Bachelor or Master Degree. Three years working experience in banking industry; Five years working experience in system development, implementation and project management; Proficient in one or more of the following development tools or technologies: Hadoop, Spark, Cloud computing, RPA, Mobile apps. Familiar with OS: Linux and WINDOWS. Proficient in one or more of the following DBs: JBASE, ORACLE, SQL SERVER. Proficient in one or more of the PLs: JAVA, C#, Python. Knowledge of banking accounting principles is a plus. Strong collaboration and personal leadership skills with the ability to influence others; flexibility, adaptability and team approach. Proven experience in working in a team environment and seen as a strong team player. Strong organizational, analytical and communications skills. Able to prioritize and multi-task, demonstrates flexibility and acceptability. Ability to manage time, work independently and make good decisions with keen sense of judgment. Ability to perform occasional off-hours and weekend work. Provides emergency on-call support. Bilingual (English and Mandarin) skills including reading, writing and speaking is mandatory. Division, Group or Department: Head Office Internal Audit Department, New York Branch Legal & Compliance Department

Purpose of Job:
This position is primarily responsible to the Bank’s Head Office Internal Audit Department (“HOIA”) for its New York Branch’s (“Branch”) internal auditing coordination and reviewing of all functions performed by the outsourcing internal audit firm and the Branch management. This position coordinates with outsourcing internal audit firm and the New York Branch management to conduct internal audit for the Branch and reports to the HOIA results of the audits. Also responsible for the Branch’s compliance daily work as assigned by the Branch’s Head of Legal and Compliance Department.

I. Primary Responsibilities:

Coordinate with HOIA, the Branch’s management and outsourcing internal audit firm to develop a comprehensive internal audit program for the Branch.
Monitor the outsourcing internal audit firm to make sure all audits are on schedule.
Coordinate with HOIA, the Branch’s management, outsourcing internal audit firm on the Branch’s internal auditing.
Report audit findings and recommendations to HOIA based on the results of regularly scheduled audits, and at any time when issues need to be addressed by management.
Arrange quarterly conference call among HOIA, the Branch management and outsourcing internal audit firm.
Follow up and track the implementation done by the Branch and report to HOIA about the status.
Assist HOIA on the Branch’s regulatory exams in internal audit as well as HOIA onsite audits, CBRC exams.

II. Secondary Responsibilities:
Perform OFAC, BSA/AML related duties as assigned by the Branch’s Head of Legal and Compliance.

II. Qualifications Required:

Bachelor’s degree in accounting or finance.
Three years of internal audit experience required (experience with international financial institution is preferred).
Candidate with bilingual (English and Chinese) skills is required.
